Who are we?
Founded in 1985 by families with members who were trying to cope with mental illnesses, PLAN acts as an extension of the family to support families’ efforts to provide their loved ones with critical services not provided by the public benefit programs.
PLAN is a non-profit organization and its Board of Directors is made up largely of people knowledgeable about mental illness through long experience or professional concern. Board members and other volunteers serve without pay to develop PLAN's policies and programs and manage its finances. Case management is carried out by a paid staff of master's degree level licensed clinical case managers under the guidance of a licensed Executive Director.
PLAN receives no state or federal funding, but relies on membership fees, donations, bequests, and fees for services.
PLAN was the first organization of its kind and has become a model for similar programs throughout the country. PLAN is a charter member of the National PLAN Alliance, a nation-wide coalition of state PLANS.

The mission of PLAN of Maryland – D.C., Inc. is to enable individuals with disabilities to maximize their potential for independence and quality of life through coordinated service and programs that emphasize long term planning, clinical case management, family services and financial management.
How can PLAN help you?
PLAN can provide clinical case management, budgeting and escrow account management services to help clients negotiate the public benefits system and to help them manage day-to-day affairs. PLAN serves as trustee for special needs trusts so that families who wish to leave resources for the support of their loved one with a disability, or individuals with disabilities who come into money or resources, can shelter those resources in a way that helps preserve eligibility for public benefits.
